How can I start a blog on H-educate?

Dear friends,

 

I'm confused, I watched a video of Hasan in which he says that we can promote links and start business through H-educate by starting a blog on this forum. But unfortunately when I loged in to my account I'm unable to see 'Blog' to create one. 

 

My question is Can I start blog on H-educate forum(as shown in image below)? If yes then HOW?

when you reach level 5 you will be able to post a guest post in h educate but you can share your articlw here in the forum

Hello brother, hope you are fine, I watched this video, actually Hassan didn't say start a blog on this forum, he said you can be promoting your blog or website from WordPress or any platform here, but do not spam, you will get banned, meaning that you can be promoting your blog here, like a link in an answer I think, like Quora, but never spam, you will get banned, and also, as much as I know, at a certain level, you can start posting on the home page your blogs, I think not sure(correct me guys if I am wrong)

Once you reach level 5, you will be allowed to make a guest post on the forum.

Starting a blog post can be possible but it's level dependent.
