So can I have a URL shortening tool, Blog, Forum, Online Store, etc on a single website? or should I do it on different websites.

Sure,that is possible ,you can install wordpress as blog section incase the script has no blog built section

You can do it on a single website. But I think it will be better if you use multiple websites. Because, in the future, if you want, you can sell the domain for a higher price also.
