I think the main reason for increased difficulty for adsense approval is because of large number of requests.

Yes that and they have made the approval more difficult by putting up several restrictions and rules to abide by. 

Adsense should decrease the level of difficulty so more and more new website owners can grow. Due to more difficulty, people look at programs like adstera.

Yes they have but the also offer more benefits and is more profitable for your business.
