i know everyone have a dream of becoming successful and popular
But it takes alot of dedication and hard work to become successfull and popular in life you can't just post some copyright materials (like Drama , Movies , Animations , Cartoons) on YT in hope to gain some subscribers and then thinking of monetizing your channel , So let me tell you that you can't do that even if you post short clips or you do something that youtube don't detect that it's a copyright material you still can;t monetize it because when you apply for monetiztion a human checks your application and your videos and he can easily fing out it's not yours so don't bother doing that
I actually used to post alot of copyright content and got 13 channels removed by youtube and there was one channel with 7K subs
so belive me when i tell you, You can,t earn that way

Yes you can monetize tiktok compilation, As long as the videos are made by you, Do not use someone else's videos, they can send you a copyright strike if they want to, but if they're happy with letting it on someone's channel then yes Tiktok videos can get monetized

and many channels are monetized with this compilation as it falls under fair use just change dimension a little bit...

no, if it's fulfilling the guideline then it can get monetized...
and steeling 10-second clips are legal I think...
and have you seen reaction channel videos they used full video of others by changing dimension again just go through guidelines first...
